Programs budgeting in healthcare at the regional level

Current Russian budget- insurance model of health care system financing is analyzed in the article. The health care field is considered as a complicated socio-economic system with diversity of external and internal connections, management hierarchy and wide range of financial support sources. The attention is focused on specific character of application of regional level government programs in health care field. The problems impeding for wide implementation of health care programs budgeting at the regional level are indicated. The proposals to expand powers of Russian regional authorities in the field of financial management are grounded.
