Despite certain mistakes and miscalculations, President William J. Clinton’s tenure went down in the US history as the longest period of economic growth throughout the 20th century. His anti-crisis programme along with his active policies of economic regulation based themselves on welfare, tax, social and other reforms and orientation towards a long-term economic growth of new branches of economy which had emerged during the previous innovation cycle: wide computer availability, the Internet development, biotechnologies and genetic engineering, nanotechnologies. Bill Clinton described the essences of his policies with “six fors”: for economic growth, for protection of environment, for defence of civil rights, for fighting crime, for growth of business, for the interests of labour.
