According to the theory of the long economic cycles, G. Bush the Elder’s rule coincided with a typical innovation cycle. In 1990, there began the ninth cyclic recession after the WWII. To regain the economic growth, the President’s team set up a goal to strengthen the fnancial regulation of economy by turning fscal policies into a tool for long-term growth, to introduce a tax credit for house buyers, to increase savings and investments through tax remissions, to aid households with children and increase investments into military manufacturing and new defence technologies.
