The 31st US President faced a troubled time of the Great Depression. As Hoover claimed, he “was a qualified engineer and did not understand all the nuances of economics”, as well as he did not realise all the peculiarities of the worst crisis in the 20th century. Democrats blamed Hoover as the originator of the cyclic crisis, but his economic policies created ground for F. Roosevelt’s anti-crisis regulation program, the New Deal.
