Modern Russia is characterized by the overwhelming of the material production sectors turned out to be in the “market failure” zone. On the other hand, the problems of the development and location of productive forces since the beginning of the market reforms has been out of the field of management sphere. However, stagnation and signs of recession in economy require rethinking of the existing poaradigm of the economic policy, which should be based on the change of the approaches to the development of the productive forces and production relations.
