The article analyzes industrial discourse in tsarist Russia from the period of Peter's reforms to the Great Russian Revolution. The interaction of various actors and the influence on the formation of the discourse of the state's policy are traced. The author concludes that the result of industrial discourse is the formation of a new social force - the Russian industrial bourgeoisie. The nature of the reforms carried out by the state aimed at the development of industry is determined. In the article the author shows the evolution of industrial discourse. He concludes that over time, industrialists began to claim not only the possession of economic, social, cultural, but also political influence. The article examines the reasons why the industrial discourse has not received broad support from the population. The author concludes that the industrial discourse on the eve of the Great Russian Revolution never became the foundation for Russian statehood.
