Industrial redevelopment as a tool for regional development

In this article, there are possibilities of the industrial redevelopment application as a tool for industrial areas development in St. Petersburg. There was a use of the terms “industrial area” and “industrial territory” as synonyms of industrial destination territory. The article studied the directions of re-functionalization of industrial areas. The study has highlighted the viable options for changing the functional purpose of industrial zones and the factors influencing this choice. Based on expert assessments and official data, there was an investigation of the current state features of the St. Petersburg industrial territories. The authors have studied the main stages of industrial redevelopment project implementation. Also, the authors have highlighted the role of city authorities in the industrial redevelopment approach and the necessity of making changes in the St. Petersburg General Plan in terms of functional zoning of territories, Rules of Land Use and Development of St. Petersburg and regulatory framework of industrial policy. Based on the study “Industrial Quarter” Program realization specifics in Moscow, the authors substantiated the need for an integrated strategic approach to redevelopment projects, considering the interests of all stakeholders. There was a study of the problems during the preparation and implementation of industrial redevelopment projects. In conclusion, there are results of the redevelopment of the industrial territories.
