The paper presents the results of solving the problem of developing the unified propulsion system for the Science and Power Module to support attitude control of the International Space Station and the future Russian orbital station under a constraint consisting in the absence of the compressor to support gas transfer from the pressurization cavities of the tanks into the bottles of the unified propulsion system. It considers two options - refueling the Science and Power Module tanks using the equipment of logistics vehicles and with the use of an external propulsion system similar to the one used on space station Mir. It demonstrates theoretical possibility of abandoning the use of compressors in favor of refueling the tanks using the logistics vehicles equipment, as well as the advantages of the latter option in comparison with the use of an external propulsion system.
