Contradiction of local elements of the global system and the phenomenon of social hyperfunction

The article deals with the social hyperfunction. The study is intended to identify global systemic processes phenomena. The author believes, that the state acts as a local system that responses to the global world’s claim to execute management functions, while the social institutions of the local systems undergo contradictions in functionality and adapt to the global changes.
