For the first time in the scientific literature, the author has taken the initiative to study the biography of the famous Rostov politician of the turn of the 1980-1990s - Vladimir Nikolaevich Zubkov. This authoritative head of a medical institution in the Gorbachev era made an interesting attempt to participate in public and political life. The perestroika wave brought Zubkov to the public political arena, where he found himself in the role of one of the most prominent Don People’s Deputies of the USSR of democratic orientation. The former CPSU member became an irreconcilable opponent of the ruling party. Thanks to his work in the Interregional Deputy Group and Yeltsin’s team, after the events of August 1991, he became the first plenipotentiary representative of the President of Russia in the Rostov region (1991-1994). During the five-year period of active political activity, Zubkov acquired very few friends and a huge number of detractors. After his resignation in December 1994, he was faced with unemployment, loneliness and disappointment in many ways. The period of historical break gave Zubkov a chance to prove himself, however, the “finest hour” did not bring him satisfaction, but rather the bitterness of rethinking everything he did in politics.
