Failures of the regulation of natural monopolies

This article is devoted to the analysis of regulation of natural monopolies and possible "regulatory failures". The problems of asymmetric information in a regulator-regulated pair and "opportunistic" behavior on the part of the regulator are considered. The possibility of using the very right to work and operate in this market through the acquisition of a franchise or a license on a competitive basis is analyzed in the market with natural monopoly characteristics in the role of competition.
