The emperor Alexander I and his promoted nominee M.M. Speransky became the leaders of Russian Siberian modernization in the first quarter of the XIX century. The program of previous transformation of Russia in 1812 was postponed until the best times. His actions in Siberia became more successful. On the basis of them Alexander Pavlovich claimed at the beginning of the 20-s of the XIX century of the reform on transformation of this vast country. In Siberia there was no landowner land tenure therefore the development of agriculture was actually trite not on Prussian here, but on American way. The construction of Siberian railroad led to sharp acceleration of the development of agriculture, animal husbandry and butter manufacture. Siberian butter was competitive on European markets. It gave twice more expert profit, than gold. P.A. Stolypin's reform increased the population of Siberia by 4 million people. World War I led to the second Russian revolution which was very inconsistent by the results. According to V.I. Lenin, Soviet Russia could not move forward without American experiment on labor productivity increase. I.V. Stalin originally considered it to be necessary in construction of socialism to rely not only on Bolshevist scope, but also on American efficiency. Finally coercion and violence became the main lever of the development of economy of the USSR. Siberian experience of the movement on American way was not demanded and forgotten.
