This article analyzes the problems of the public civil service system in the Russian Federation and suggests possible ways to improve the mechanisms and tools for regulating activities. A comprehensive approach to the strategic development of the state civil service is considered. The approaches and methods to eliminate the accompanying problems of optimizing the activities of public authorities are analyzed.
