Ways to improvement of the social insurance under the present conditions

The article considers rightfulness of the changes in the forms of social protection of hired labour under the impact of development of social labour relations in the industrial society. It highlights the main factors that have caused significant changes in the basic conditions for the social insurance functioning in the past two decades. Analysis of the major problems hampering development of the pension insurance in Russia allows the author to come to a conclusion about the necessity to solve in the first line the problem of ownership of the accumulated pension contributions in the system of compulsory pension insurance and to substantiate his propositions on the issue.
