R. A. Fadeev about the nature of the necessary transformation of local governance in Russia in the second half of the 19 century

R.A. Fadeev is a very important figure in the history of Russia in the 19 century. His writings in historical science have not been sufficiently studied. The purpose of this paper is to consider the ideas of R.A. Fadeev about the nature of reforming local government. Realizing the need for revolutionary transformations, prominent publicist R.A. Fadeev insisted on the need for their implementation at the expense of the capabilities of the Russian aristocracy, denying the principle of all-suffix, popular enough in circles close to the emperor. Fadeev is who considered the author of the political program for the transformation of local government and the army, which had a significant impact on the development of conservative ideas in Russian society in the second half of the 19 century. The article raises the question of the role of the nobility in government. The article analyzes the publicist's conclusion in the context of his consideration of the experience of reforming local self-government in England and the United States. Fadeev sees the reform of Russia by creating a new layer based on the nobility. The nobility acts as an instrument of the monarchy in maintaining order on the ground. The idea of the transfer of other estates into the ranks of the nobility is advanced for a more harmonious work of local selfgovernment, but Fadeev himself was skeptical about this idea.
