Rationalization of training highly qualified and mobile personnel to solve the problem of harmonizing the labor market and the market for educational services in the region

The presented article proposes a rationalization of the process of training highly qualified and mobile personnel in order to effectively harmonize the labor market and the market for educational services in the region, based on the use of compulsory secondary vocational education. The authors propose a concept for restructuring the dual educational trajectory of professional training, moving from a multi-stream to a mono-progressive system. This involves compulsory training of secondary school graduates in secondary specialized educational institutions, with subsequent transition to higher levels of the educational system. This approach ensures the harmonization of the needs of the labor market and the supply of educational services in the region. The author's position is based on an analysis of the demand of the labor markets of the constituent entities of the Russian Federation, which revealed an urgent need for personnel with secondary specialized education, with the exception of doctors, personnel managers, engineers and programmers, representing key segments of the productive force of the regional economy.
