The article appeals to the problem of the functioning of financial capital independently of the real sector of the economy. The reasons for the isolation of the financial sector from the real are suggested, which, among other things, consist in the incorrect positioning of the role of financial capital in the economic system, distortion of its purposes. An opinion is expressed that this is due to the fact that modern economic theory misses an important cultural, value context. Overcoming dissonance is possible through the development of practices of institutional monitoring and the application of methods of discursive analysis. Various approaches to understanding the place of culture in economic science are considered. Attention is focused on the idea of evolutionary development of the economy, as well as the need to develop a system of social values in order to formulate the main objectives of the economic system, and, consequently, financial capital. Conclusions are drawn about the need to form a strategy aimed at supporting the formation of the middle class in Russia for the development of the domestic financial market.
