Regional authorities and their role in the modernization processes in the Southern Ural in the middle of the 20-30s. XX century

Modernization of society was one of the priorities of the Soviet government. The activity of the party and soviet administration has been largely associated with its implementation, from the highest central level to the primary authorities in the regions. Particular attention is paid to the participation of regional authorities in the main modernization processes of the mid-20-30s. in the Southern Urals. It also considers issues related to the formation of the organizational structure of regional authorities, describes the legislative framework of their activities during this period. The article focuses on the controversial nature of many modernization activities of this time, especially in relation to the use of mobilization methods for the implementation of socio-economic policies. At the same time, it is indicated that the district administrative apparatus had a great influence on the course of the Stalinist modernization and contributed, in spite of contradictions, to the acceleration of the pace of development of the region.
