The expenses of socially important services in household budgets

The author examines the dynamics of household expenses on socially important services during the transition from full state fnancing to the mixed market model. The author suggests a package of regulatory and organisational measures which would enable to counteract the negative consequences of the transition as far as the increase in household expenses is concerned.
