The redistribution of recruiting duty in Russia: legislation and population conception of "justice"

The article is devoted to change of mutual relations of the population of Russia and the state power in the sphere of recruiting duty since its introduction in the beginning of XVIII century to its cancellation in 1874. Basic attention is given to the problem of interpenetration of the legislation regulating the preparation and implementation of recruitment and the customs of recruiting duty correction formed among tax-paying estates. The process of gradual transition of the state from practice of probably more complete assessment of folk customs in the XVIII century to the practice of creation the new legislation oriented at more complete assessment of state interests in the XIX century and appropriate mutual relations between state power and tax-paying estates of the country are analyzed.
