Embezzlement and larceny in the consumer cooperation system and control measures in the Mari Autonomous Soviet Socialist Republic during the Great Patriotic War

The article covers questions of measures aimed to control embezzlement and larceny in the consumer cooperation system in the Mari Autonomous Soviet Socialist Republic during the Great Patriotic War. The statistic data shows that the problem stayed urgent during the whole war period. The author analyzes reasons of the embezzlement and larceny and the undertaken control measures. The article considers system causes of dissolution of the consumer cooperation employees’ morals, inefficiency of the administrative and repressive measures, and the need for the complex solution of the issue on the basis of the traditional culture.
