The separation of powers in the neo-patrimonial system of the modern Russia: stages and features of formation

With application of the system, institutional and historical methods the article analyses specific features of implementation of the principle of separation of powers in the neo-patrimonial political system of Russia. The stages of development of the institutional mechanism of administration are reviewed. It is concluded that in Russia, along with the officially existing three branches of power, there is the fourth power center - the presidency institution, which, on the one hand, dominates these branches, and on the other hand, concentrates their powers. The mechanism of separation of powers can be used in the interests of the presidency or function independently, if it does not directly affect the interests of the head of the state who rely upon the passive support of the citizens.
