The siting of industrial enterprises engaged in advanced refining of arctic mineral resources in the Northwest of Russia: methodological aspect

The necessity for the establishment of enterprises engaged in the advanced processing of the Arctic mineral resources is determined by the need to overcome the depressive trends associated with the current complicated geo-economic situation that affected among others the transnational processing chains, which are widespread in the North-West of Russia. Diversification of Russian participation in the production, which until now was limited to the mining and transfer of mineral raw materials, will certainly have a positive impact on the national economy and will increase the range of import-substituting products (for example, in medical and pharmaceutical sectors). In this regard the authors pro-pose guidelines for the citing of the enterprises engaged in advanced gas and oil refining in the Northwestern Federal District. First and foremost it seems necessary to conduct the market researches to get an accurate idea of the salability of a specific product in the region. It is also important to rely on the existing logistics system, which should include the availability of oil and gas pipelines, or water and rail transportation provision. Besides, the decision to place the advanced refining enterprise depends on the researches assessing the existing manufacturing capabilities of the region, land for future development, local resources, including qualified personnel, potential products delivery to the consumers.
