The formation and implementation of the sea policy of Russia in the early 20th century

At the turn of the 20th century, sea policy became a key factor of the international relations of leading countries, particularly Germany, Great Britain, Russia, France, Italy, and Turkey, as well the USA and Japan. That period of history was termed the new marine expansion epoch, when naval arms race became a deciding factor of contradictions in Europe, which resulted in World War I of 1914.
