Development of the concept of the draft law “About the state security activity in the Russian Federation”: justification, strategy, prospects

The article is devoted to the study of the state’s security activity legal regulation problems. It is pointed out that there is no conceptual basis for the performance of this type of security activity, which is currently regulated by an array of disparate regulatory legal acts containing gaps and contradictions. Objective: based on the analysis of the legislation regulating the state security activities in Russia and the materials of legal practice, to justify the need to develop a draft new law regulating relations in this area. Methods of analysis: the study used the method of formal legal analysis of the texts of normative legal acts, the comparative legal method, the system method, the method of legal modeling, etc. Results: the state of legal regulation of state security activities in Russia is characterized, the main shortcomings of this regulation are indicated, the concept of the draft law “About The State Security Activity in the Russian Federation” is developed. Conclusion: legislation in any field should meet the signs of consistency and coherency, be coordinated with modern socio-economic needs, and therefore the development and adoption of the federal law “About The State Security Activity in the Russian Federation” is a key stage in improving security legislation aimed at ensuring the proper level of protection of important objects.
