Development of import substitution efficiency criteria at Moscow aircraft enterprises

The article considers the main issues of developing modified criteria for the effectiveness of import substitution at Moscow aircraft manufacturing enterprises in modern innovative and socio-economic conditions (using the example of import substitution of information technologies and systems (ITS), as well as the corresponding software (SW). The authors of the article conducted a comprehensive analysis of the regulatory framework for the current import substitution policy in the field of ITS and software for high-tech enterprises, including aircraft manufacturing enterprises, studied the main characteristics of corporate information systems (CIS) in terms of automating business processes of the main, auxiliary and maintenance production of aircraft manufacturing enterprises, taking into account the trend in import substitution, as well as the main features of domestic enterprises of the aviation industry of Moscow from the point of view of import substitution of ITS and software. As a result of the analysis, the goal and the most important tasks of calculating the effectiveness of import substitution of ITS and software were formulated, and the main economic indicators were proposed that can be used in forming a list of modified criteria for import substitution of ITS and software at Moscow aircraft manufacturing enterprises, taking into account the latest changes in the political and socio-economic situation and the requirements of the current policy in the field of import substitution of information and communication technologies (ICT). The authors of this article also developed a typical detailed algorithm for import substitution of ITiS and software at an aircraft manufacturing enterprise in Moscow. In addition, an example of implementation of domestic software based on the 1C platform in the United Aircraft Corporation Public Joint Stock Company (hereinafter PJSC UAC) within the framework of the import substitution strategy was considered, as well as the main benefits and advantages of such import substitution of ITiS and software at aircraft manufacturing enterprises in Moscow.
