Development of assessment criteria for the condition and use of immovable tangible cultural heritage in the Russian Federation

In the context of increasing relevance of cultural heritage preservation in the Russian Federation, the development of universal and scientifically grounded criteria for assessing the condition and use of immovable tangible cultural heritage (ITCH) objects becomes particularly significant. This study aims to develop an integrated system of such criteria, combining legal, physico-technical, functional, and socio-economic parameters. Given the complexity and multidimensional nature of ITCH functioning within the modern socio-cultural space, the author proposes methodological approaches based on regulatory documents, national standards (GOST), and the strategic priorities of state cultural policy. Special attention is given to the development of an indicative matrix and evaluation scale, as well as monitoring tools including geographic information systems, expert assessments, and forms of public engagement. The proposed system is intended for use by government bodies, academic institutions, and heritage preservation organizations, and may serve as a foundation for implementing mechanisms of comprehensive diagnostics, restoration planning, and evaluating the effectiveness of ITCH use.
