Development of administrative-and-legal regulation of the healthcare system and formation of the state medical authorities in Russia (X-XIX centuries)

The author examines the legal regulation of the healthcare system formation in Russia since since X to the beginning of the XX centuries. Based on the analysis of a large number of law monuments, acts of the executive power of Tsarist Russia, the author reveals the specific character of the legal regulation of health care in Russia. As a result, the legal regulation of the dynamics of changes occurred in the structure of the authorities, who were responsible for the organization and implementation of the relevant state tasks. The author comes to the conclusion that the health sector had three directions - traditional medicine, monastic medicine and secular (city) medicine. The first two areas were exposed to active legal decisions of the executive power.
