Development of agglomerations: stages, domestic and foreign practices

The article considered the main milestones in the development of agglomerations in Russia and abroad. The allocation of the modern stage of development of agglomerations of municipalities is proposed, its main features are determined. Federal authorities consider agglomerations as new points of growth and improvement of regional policy. Agglomerations currently play a key role in the socio-economic development of territories, forming innovative processes in large territorial systems. It is necessary to develop common methodological approaches that can be relied upon when developing legislation to define agglomerations and manage them. The authors analyzed their historical dynamics, therefore, the study additionally singled out the third stage in the formation of agglomerations in Russia (G.M. Lappo singled out 2 stages).
