Human development as condition of formation of innovative economy of the region

In article it is said that innovations are difficult economic and organizational process which relies on use of two types of potentials - scientific (the latest technologies and equipment) and the intellectual, connected with ability management to introduce innovations at all stages of production and commercial activity. As an important element of this process its investment providing - stay and rational use of considerable financial means acts (attraction of the private, state or mixed investments with their certain reserves which can compensate the increased risk, provides an exit to qualitatively higher level of managing). Besides successful transition to innovative model of functioning of national economy is possible only on condition of perception it innovations. Such model won't be viable without reforming of the economic environment in general on the basis of radical reorganization of an economic mechanism of the country.
