The paper examines issues related to solving the problem of further development of public transport infrastructure in the urban agglomeration. The possibilities are studied and the limits of development in cities of both ground and underground transport infrastructure are determined. It is concluded that it is necessary to reform the typical transport infrastructure that exists at a given time. As one of the areas of reform, it is proposed to use the airspace over cities, which will expand the potential of transport infrastructure. Ultralight helicopters and airplanes are considered as vehicles. A new type of aircraft is substantiated, which can be used to organize passenger transportation in urban airspace. The requirements for this type of aircraft are formed. To the requirements, according to the authors, an aircraft using vane propellers, capable of providing step-by-step accessibility during operation, is more suitable; low noise level for mass use; increased level of security. One of the prototypes of aircraft based on vane propellers is considered - an aircraft with three cylindrical vane propellers. The flight characteristics of this aircraft are given and analyzed. On this basis, it was concluded that this prototype of the aircraft can be taken as the basis for the organization of public air transportation in urban agglomerations.
