The article substantiates the need to implement an ecosystem approach for the development of the institution ofpublic-private partnership (PPP). The classification of measures of state support for PPPs is proposed. A review of the world practice of using state support of PPPs and the participation of non-profit and educational organizations in the development of PPPs is given.
