The article deals with the development of rowing and sailing in Crimean upper secondary schools before the October Revolution of 1917. It was established that water sports were rather popular with school students at the coast of Crimea in the early 20th century. It was due to the governmental policy in health care service, physical education and preparation of young people for military service. In that period the facilities for water sports developed rapidly, the contests were held with the support of the royal family, senior officials and local yachting clubs.
