The global experience of public-private partnerships has a long history and extensive experience in healthcare infrastructure. Public-private partnership is a two-sector interaction between the state and business in order to use material and technical resources with “market” efficiency. Collaboration in the healthcare sector improves the quality of medical services and their availability, increases the availability of medical devices and modernizes municipal infrastructure. The main reasons hindering cooperation in the field of healthcare in the Russian Federation are the lack of well-functioning mechanisms of state regulation and low tariffs for paying for services by compulsory medical insurance funds. In developed countries, the share of investments reaches a quarter of the total financing of the sphere. In the Russian Federation, the share of investments in the healthcare sector is insignificant.
