Enhancement of an innovation ecosystem in the Arctic zone of the Russian Federation in the digital environment

The paper examines the legacy of Soviet policy in developing the Russian Arctic, drawing conclusions about the prevalence of an industrial model focused on natural resource extraction. An analysis of innovation metrics and conclusions about the imbalance between the region's potential and existing infrastructure are also provided. The specific conditions of the Arctic Zone of the Russian Federation are characterized and a model of a digital consortium for this region is proposed, with a justification for the legal basis for its functioning.
