Development of the institute of government securities in pre-volutionary Russia

The article is devoted to the consideration of the development of the institution of state securities in pre-revolutionary Russia. Learning from the historical experience of state borrowing allows to identify the problems of the state's debt policy throughout the entire period of its development, as well as to determine possible directions for improving the legal regulation of this institution at the present stage.
