The development of the institute for monitoring migration processes and the establishment of criminal liability for violations of migration legislation

The article reveals the stages of development of the institution of control over migration processes and the establishment of criminal liability for violation of migration legislation, from the time of the formation of Russian statehood to the present stage. The purpose of the article is to form an idea about such a phenomenon as illegal migration, about the development of norms that provide for punishment for this act, analyze the history of criminal legislation governing the responsibility for organizing illegal migration, and determine how the crime was singled out as an independent corpus delicti.
