Development of the institution of the plenipotentiary representation of the president of the Russian Federation in the North Caucasus

The article considers the development dynamics of the institution of the Plenipotentiary Representation of the President of the Russian Federation in the North Caucasus, it is analyzed as a mechanism for the centralization of state power, control strengthening, and unity of the executive power. The impact resources, activity strategies of the plenipotentiaries in the Southern Federal and North-Caucasian Federal Districts are considered. The plenipotentiary representation as a part of the federal administrative and political elite performs the functions of control and coordination over regional elites from the federal government.
