Development of institutions for the implementation of transformation of organizational and management systems in the course of digital transformations

The aim of the study is to analyze the institutional conditions of digital transformations in government bodies. The article uses the methods of comparative analysis, scientific abstraction, induction and deduction, and the monographic method. The methodological basis of the article is that different approaches to institutional analysis are characterized by different theoretical and methodological assumptions leading to different analytical models for assessing social phenomena. Institutional theory is an important theoretical tool for describing the connections, networks and conjugations of institutions that cope with fragmentation, disconnection, asymmetry between public problems and public jurisdictions, as well as their high interdependence. The importance of developing institutions for the implementation of the transformation of organizational and management systems as catalysts for sustainability is shown. The need to transform the organizational culture of the government body when implementing digital management is substantiated. The features of institutional work on the creation, maintenance, and destruction of institutions in the process of digital transformations in government bodies are revealed. The relationship between institutional transformations and public value formed as a result of the coordinated work of government bodies, business structures, and public organizations during digital transformations is established. It is concluded that trust can serve as an effective mechanism for coordinating economic entities and government bodies with different interests and motives.
