The article substantiates the development of personnel management in tourism enterprises. It is established that the realization of the potential of a tourist enterprise is carried out through a management system, the primary basis of which are managerial personnel. At the same time, functionally, management personnel are the object and subject of management, and personnel management, as a consolidating factor in ensuring the interaction of elements of organizational development, plays a key role in personnel management. It focuses on the formation and development of human resources necessary to achieve business goals. Research confirms that the success of personnel management depends on human resources, which can be defined as a category encompassing a set of managers and specialists with special management education, operating in market conditions, in order to achieve certain goals of a tourism enterprise through the effective use of both the resources of this enterprise and the inherent organizational and managerial skills, abilities, professional knowledge and skills. It is proved that the consolidating factor of personnel’s interest in ensuring effective organizational development is motivation, which consists in the fact that the motivational field at the strategic and tactical management levels ensures the achievement of goals by creating a favorable climate for the behavior of personnel and management personnel.
