Development of small and medium-sized businesses in the context of digitalization

The article substantiates approaches to the development of small and medium-sized businesses in the conditions of digitalization. It is established that small and medium-sized businesses occupy a significant place in the system of entrepreneurial activity. At the same time, small and medium-sized businesses are directly determined by the possibilities of forming close cooperative ties with large enterprises. Of particular relevance is the creation of an effective organizational structure of small and medium-sized business entities, the provision of state guarantees of property rights of small and medium-sized enterprises, assistance to small and medium-sized enterprises in the preparation of business plans, investment projects. It is proved that the organizational and institutional mechanism for supporting small and medium-sized businesses combines tools of influence through state and non-state bodies and institutions of various levels of management that activate these tools. Based on the functional approach, the organizational and institutional mechanism for the development of small and medium-sized businesses in the context of digitalization can be represented as a system of interrelated functional blocks: political, administrative, service, public and international. It is determined that the introduction of the business risk insurance system will contribute to the exclusion of the amounts of insurance premiums paid from the tax base of policyholders; reducing the amount of insurance premiums for small and medium-sized enterprises in the initial period of activity, which can be compensated at the expense of budgetary funds on credit terms, obtaining tax benefits for companies that insure small and medium-sized businesses.
