Development of small and medium-sized businesses in conditions of economic instability

The article deals with the peculiarities of the development of small and medium-sized enterprises in Russia in the context of the decline of the national economy. In the course of the analysis of the sectoral structure and the dynamics of the number of entrepreneurship in Russia for 2017-2021, the main factors of entrepreneurship development in the country and in a particular region were identified, problems requiring solutions were identified and measures to eliminate them were proposed. The authors conclude that when forming the organizational, infrastructural and regulatory framework for the growth of entrepreneurship, it is necessary to take into account the variability of the conditions for the development of the national economy. And improving the effectiveness of measures taken by the state to develop entrepreneurship is primarily associated with finding and using alternative sources of financing and digitalization of business.
