Development of small and medium enterprises in rural areas: Problems and prospects

The study focuses on analyzing the problems and prospects of developing small and medium-sized enterprises (SMEs) in rural areas of Russia, with particular attention to institutional, economic, and infrastructure-related constraints. The research addresses the following objectives: to identify the specific features of SME operations in rural areas; to summarize the main barriers hindering entrepreneurial activity; to determine promising directions for state and regional support; and to propose measures to enhance the sustainability and adaptability of rural businesses. The methodological framework includes comparative analysis, SWOT analysis, statistical processing of data from Rosstat and the Unified SME Register, as well as content analysis of government programs. The study also incorporates data from qualitative research and expert surveys. It is established that the share of rural SMEs in the overall entrepreneurial structure of the country is declining. Key limitations include underdeveloped infrastructure, a shortage of qualified personnel, limited access to financial instruments, and a lack of tailored support measures. Regional differences are observed: in some areas, positive trends are achieved through targeted programs and local initiatives. Rural entrepreneurship retains growth potential in niche sectors such as agritourism, artisanal production, and digital services. Effective support requires a shift toward targeted, regionally adapted policies, deeper digitalization, and the development of local branding. The conclusions have practical relevance for shaping development strategies and adjusting government support tools for rural SMEs.
