The Federal Law Norms Development “On the General Principles of the Local Self-Government Organization in the System of Public Authority” in the Regional Legal System

The article is devoted to the evolution of the local government system in Russia, with the focus on a critical analysis of the previous reform 2003 –2009. As part of the reform, the concept of a public authority unified system was introduced, which involved the strengthening interaction between state and local authorities. However, in practice, these changes did not correspond to real conditions and faced a number of problems, which required further reform. The article analyzes the main shortcomings of the previous reform, including the lack of local authorities’ financial independence, bureaucratic barriers and the lack of effective control and accountability mechanisms. The article considers the key changes made to the updated Constitution of the Russian Federation and federal laws aimed at improving the system of local self-government. Special attention is paid to new aspects of interaction between state and local authorities, such as strengthening coordination and harmonization of interests at various levels of government. The author of the article emphasizes that, despite the attempts to increase an independence of local governments, these efforts did not bring the expected results due to persistent systemic problems. In conclusion, the article draws conclusions about the need for further adjustments and reforms in the local government system to ensure its effectiveness and compliance with modern requirements.
