Development of partnership of the state and business in the sphere of services for persons over the employee age

In the conditions of the most severe economic crisis, there is no reason to assume that social projects that ensure the expansion of the quantity and quality of services to people over working age in excess of those guaranteed by federal and regional legislation will be supported by funding from budget funds. Indeed, the search for ways of effective anti-crisis action leads to support for road construction projects that have powerful stimulating effects for economic development. However, projects aimed at developing the service sector for people over working age cannot be stopped. Mechanisms of public-private partnership (PPP) and concession agreements (CC) allow finding a balance between the needs of the population, the possibilities of budget financing, and the interests of entrepreneurs. The social sector has been hit hardest by the restrictions imposed by the novel coronavirus pandemic, which has led to both the cancellation of already announced competitions and the need to re-apply. This article summarizes the experience of finding sources of financing for the development of the social infrastructure of the service sector for people over working age in the context of a pandemic and the global economic crisis. The issues of increasing its investment attractiveness, systems of deferred tax payments and infrastructure bonds, attracting institutional investors, creating a mechanism of guarantees in insurance of risks of low profitability of projects are considered.
