Development of legal institutions in the youth communities. The prospects of using polish experience in human rights protection in the sphere of higher education

The article covers the problem of human rights activities in Russian higher education. Also, the participation of Russian government in this process is investigated. The author studies the creation and functioning of the university ombudsman institution and the prospects of civil society development in Russia. The paper carries out a comparative analysis of Russian and Polish experiences in human rights protection in the sphere of higher education, and compares the activity of students’ self-government in the universities of Russia and the Republic of Poland.
