Development of the project approach to priority in the state administration of Russia (2018-present)

The article identifies and presents in chronological order the regulatory and legal foundations of the project approach in public administration in Russia, traces the institutionalization of this management method in the system of modern public administration in Russia. Three stages in the formation and development of the project approach to management activities in Russia have been identified. The first, initial, stage of the application of the project approach in the Russian system of public administration is a long 15-year period from 2005 (2003) - 2018. The second stage, “pre-pandemic and pandemic” (2018 - 2020), is characterized by difficulties and revision of the substantive part of projects due to the negative impact of quarantine measures on the economy, but at the same time during this period there is a development of tools, primarily regulatory, and in general a system of project approach. The third stage, “post-pandemic”, is associated with the need to overcome quarantine consequences for the economy (“reset and further development”), and the stage is complicated by the reaction of the West to Russia’s special military operation in Ukraine in the form of sanctions and geopolitical pressure (2020 - present). Attention is paid to the consideration of the organization of project activities in the subjects of the Federation. It is concluded that the project approach in the public administration of modern Russia is a priority.
