Russian Industrial Exports Development Via Supporting the Integration of Export-Oriented Enterprises

This paper analyzes the current state of and instruments for supporting Russia’s non-resource, nonenergy exports (NRE) in the face of sanctions pressure. The objective of the study is to identify opportunities to expand the existing NRE support tools through mechanisms for integrating exporting enterprises. The authors have developed an algorithm for calculating NRE indicators based on mirror statistics. This algorithm allows assessing export estimation of various industrial sectors and HS codes, especially in case when country’s official trade date is not available, which approves its versatility and verifiability. Based on an analysis of data from the Central Bank of the Russian Federation, the Ministry of Industry and Trade, international databases (UN Comtrade, TradeMap), and customs statistics from partner countries, the authors assess the volume, structure, and dynamics of NRE for the period 2020–2024, revealing its decline to a five-year low. The paper systematizes current government export support measures (financial, nonfinancial, infrastructural, and service), initiated by the Ministry of Industry and Trade, the Russian Export Center, and regional institutions. The paper represents Russian and international experience in the exportoriented enterprises integration (as business associations, clusters, and industrial cooperation), which demonstrates the insufficient use of integration potential in Russia compared to countries such as Turkey, Chile, and Asian countries. This study substantiates the need to supplement targeted support for exporters with measures that stimulate their cooperation, such as preferential lending for joint projects, the creation of special economic zones, and support for interregional industrial cooperation.
