Development of the PPP market at the federal and regional level

Given the current geopolitical situation, it is objectively necessary to expand the Russian public-private partnership market, the most commonly used form of which to attract investment is concession agreements. The main beneficiaries of PPP projects, especially those related to infrastructure, are the state, the investor and the local community. The implementation of PPPs and concession agreements is entrusted to federal and regional authorities, while a certain part of the funds for the implementation of projects must be attracted from private capital. This makes it necessary to get acquainted both with the basic features of the formation of the PPP system in a number of leading countries of the world, and with the most common mechanisms for their implementation. In Russia, the specifics of the development of PPPs at the federal and regional levels are determined by the peculiarities of the legislation, the project’s belonging to state programs and national projects. The potential of PPP for the development of subjects of the Russian Federation is considered. On the example of the Krasnoyarsk Territory, the rating of the region in terms of the level of PPP development among the constituent entities of the Russian Federation is given, the problems that arise when concluding concession agreements are highlighted.
