The history of trade development in Perm began in the XIV century. It has gone through a gradual development from sales at markets and fairs to the emergence of modern wholesale and retail businesses. Since the beginning of 2000, retail chains have appeared in the Perm region as a natural result of the transition to a market economy. In the process of market modernization of the Russian food market, new trade formats have emerged: supermarkets, hypermarkets, discounters, and retail chains have begun to develop as large corporate trading enterprises. Until 2015 Perm region actively participated in the development of regional retail networks, however, since 2015 there has been a negative trend - regional retail chains are leaving the market. So, during the period from 2015 to 2019, 110 retail objects of Perm retail chains were closed. The reasons are: a reduction in food purchases by 12.5 %, an aggressive policy of winning the market by Federal and foreign networks, high taxes, rent, and transportation costs. By stimulating sales, regional retail chains were forced to conduct actions aimed at reducing sales prices, and this policy contributed to their bankruptcy. One of the options for developing the regional retail market is to create an organization that differs from a Federal company in its business projects, formats, and concept.
